Listen to Citizens. Connect Communities. Strengthen Participation.

PNDN creates opportunities for citizens to participate in public affairs, share their experiences, express their views, and contribute to research on issues affecting Nigeria. Through consultations, surveys, public forums, digital engagement, and stakeholder dialogue, we help ensure that citizen perspectives are heard, documented, and considered in evidence-based discussions about governance and national development.

Citizen Engagement

Citizen Engagement is a PNDN service focused on creating meaningful opportunities for Nigerians to participate in public affairs, express their views, contribute to research, and engage constructively on issues affecting their communities and the country.

The service supports PNDN’s objective of ensuring that citizens are not merely observers of governance, but have opportunities to share information, provide feedback, participate in research, and contribute to informed public dialogue.

What Citizen Engagement Covers

PNDN can facilitate citizen participation through:

  • Public Consultations — creating structured opportunities for citizens to provide views on important public issues.
  • Citizen Surveys — collecting experiences, priorities, and perceptions from defined communities or population groups.
  • Public Opinion Polls — measuring citizens’ views on policies, programmes, public services, and national issues.
  • Citizen Feedback — providing channels through which Nigerians can share experiences and identify areas of public concern.
  • Community Engagement — engaging communities to understand local challenges, priorities, and development needs.
  • Stakeholder Dialogues — facilitating constructive discussions involving citizens, professionals, civil society, researchers, and relevant institutions.
  • Public Forums & Town Halls — creating spaces for informed discussion and exchange of perspectives.
  • Digital Engagement — using online platforms to make participation more accessible to citizens across Nigeria.

Giving Citizens a Voice

Citizen engagement allows PNDN to capture perspectives that may not always be reflected in official statistics or government reports.

Citizens can provide information about:

  • Their experience with public services
  • Challenges affecting their communities
  • Priorities for development
  • Experiences with government programmes
  • Perceptions of public institutions
  • Issues requiring greater public attention
  • Suggestions for improvement

The information collected would contribute to PNDN’s research, public opinion polling, governance assessments, and policy analysis.

From Participation to Evidence

PNDN’s approach goes beyond simply collecting comments or opinions.

The engagement process follows:

Engage → Listen → Document → Analyse → Report → Inform

This allows citizen contributions to become structured evidence that can be incorporated into appropriate PNDN research and publications.

Inclusive Participation

PNDN designs engagement initiatives to encourage participation from diverse groups, including:

  • Young people
  • Women
  • Professionals
  • Students
  • Community members
  • Persons with disabilities
  • Civil society organisations
  • Community leaders
  • Researchers and academics
  • Other relevant stakeholder groups

Constructive Civic Dialogue

Citizen engagement should encourage respectful, informed, and peaceful participation.

PNDN organises forums, seminars, conferences, town halls, webinars, and stakeholder discussions that allow different perspectives to be heard and examined constructively.

The objective is not to create political confrontation, but to encourage dialogue, understanding, civic awareness, and evidence-based discussion.

Citizen Feedback & Government Performance

Citizen engagement would also support PNDN’s Governance Performance Assessment service.

For example, citizens may be asked about their experiences with:

  • Healthcare facilities
  • Schools
  • Roads and transportation
  • Water and sanitation
  • Government offices
  • Digital government services
  • Social programmes
  • Local infrastructure

The resulting feedback will become one component of a broader assessment, alongside official data, research, and other credible evidence.
